Superintendent Report

CISD Superintendent of Schools Dr. Tom Maglisceau shared an update highlighting end-of-year festivities and celebrations, and highlighted the Class of 2026. He shared an update about CISD's recent job fair, recognized the birthday celebration (102 years!) of Donny O'Dell, and gave a Leadership Celina spotlight.

Three (3) community members participated in the public comment portion of the meeting.

Construction Report

Director of Construction and Facilities Planning David Fink provided an update on construction happening across CISD, which ramps up while campuses are empty over the summer. Highlights include:

  • Furniture is being delivered to Willard Middle School, which will serve as a 5th and 6th grade center for the 26-27 and 27-28 school years.
  • The CTE wing of Celina High School is nearing completion and houses state-of-the-art, industry-standard equipment and many cutting-edge features.
  • Dirt is moving for three (3) new elementary campuses in the Green Meadows, Uptown, and Ramble areas, scheduled to open for the 2027-28 school year.
  • Many renovations and repairs are taking place across the district in preparation for the start of school.

Information Agenda Items

Special Education Update

Director of Special Education Morgan Bell, Coordinator of Special Education Compliance & Evaluation Angela Clausen, and Coordinator of Behavior and Centralized Programs Brittany Frideley shared an update about Special Education in CISD and their commitment to helping every student, every day. The number of students in CISD with Individualized Education Programs (IEPs) has increased 303% since 2021, and continues to grow as district enrollment increases.

17% of CISD students qualify for and receive special education services, and evaluation requests are expected to increase as vouchers are implemented across the state. Public schools are required to provide evaluations for students who attend any public or private school, or are homeschooled.

The team also shared several Moments That Matter from the last school year.

College, Career & Military Readiness

Coordinator of Secondary Instructional Programs Gwen Dilts and Director of Career and Technical Education Ryan Contreras shared an update about CCMR in CISD and the incredible growth the district has seen in this area over the last several school years. Dilts reviewed the CCMR indicators, how CISD CCMR compares to the state average (84.8% vs. 81.8%), and the 2030 Board outcome goal for the percentage of graduates that meet CCMR requirements. She reviewed the effort to increase AP and dual credit course offerings, the first cohort of associate degree student graduates expected this school year, and CHS being a TSI testing site.

Contreras shared information related to the 15 programs of study in CTE offered by CISD, showcasing 306 total industry-based certifications earned by students in 2025-26. He reviewed CISD's five-year CTE instructional framework strategic plan, the increased student interest in all CTE pathways, and how CISD is continuing to expand CTE offerings to accommodate student interest and the evolving workforce.

Consider and Approve 2025-2026 Final Amended Budget

Chief of Business Resources Dr. Melissa Kelly shared an update for CISD's 2025-26 budget. The district will finish the year with a surplus of $3.8M. The Board unanimously approved the 2025-26 budget.

Consider and Approve Amended 2026-2027 Compensation Plan

Director of Human Resources Mindy Schoen shared an update for the 2026-27 compensation plan and reviewed amendments related to employee benefits. The Board unanimously approved the 2026-27 compensation plan.

Public Hearing: 2026-27 Budget

The Board held a public hearing offering an opportunity for public input regarding the 2026-27 budget.

Consider and Approve 2026-2027 Budget

Chief of Business Resources Dr. Melissa Kelly shared 2026-27 budget assumptions related to student enrollment, staffing, attendance rate, property values, payroll and non-payroll expenses, and CISD's recapture payment. The Board unanimously approved the 2026-27 budget.

The Board discussed the various CISD committee seats that need to be filled by Board members. No more than three board members can serve on one committee at a time.

Texas Association of School Boards (TASB) Delegate

The Board selected Jennifer Driver as the CISD Board TASB delegate, and Tracey Balsamo as the alternate.
