Celina ISD leaders and Board members introduced and recognized the district's new Director of Fine Arts Jenni Olges, who joins CISD from Humble ISD.

Superintendent Report

Superintendent of Schools Dr. Tom Maglisceau presented an update highlighting student participation at Camp Invention hosted at Bothwell Elementary over the summer, and shared details from the 2026 Leadership Retreat. He also shared updates as the district prepares to return to school, including porch visits from around CISD, the Bobcat Tailgate, and Back-to-School resources for the community.

Construction Report

Director of Construction and Facilities Planning David Fink provided an update on construction happening at the district's three new elementary properties, including Scott Elementary, Grumbles Elementary, and Calvert Elementary.

Information Agenda Items

AI Committee Update

Chief Technology Officer Zach Allen and Chief Academic Officer Dr. Kyla Prusak shared an update related to the work of CISD's Artificial Intelligence committee, which is made up of individuals across the district representing all campuses and many central administration departments. The process kicked off with a student panel to gain an understanding of how students were using AI. The committee met three times over the course of a year, and the team recently launched a district webpage that addresses AI in CISD. The webpage provides specific supports for teachers and guidance documents, and includes a list of approved tools staff and students can use through a software request process. FAQs are also available on the website.

Student Health Advisory Committee (SHAC) Update

Director of Student Services Starla Martin provided an update related to the work of the Student Health Advisory Committee (SHAC). The committee meets four times a year and recently discussed topics related to HB 3908, which requires fentanyl awareness for grades 6-12; reviewed wellness requirements for food services; and reviewed instructional resources in coordination with the CISD counseling department, amongst other topics.

Consider and Approve Local Policy Update 127

Director of Safe and Secure Schools Dave Wilson shared updates required by state law to safety and security local policies in CISD. The Board unanimously approved the policy updates.

Consider and Approve School Library Advisory Committee (SLAC) Resolution

Chief Academic Officer Dr. Kyla Prusak recommended CISD continue the School Library Advisory Committee (SLAC). The Board unanimously approved the resolution.

Bond Sale: Unlimited Tax School Building and Refunding Bonds, Series 2026The Board considered all matters incident and related to the issuance and sale of "Celina Independent School District Unlimited Tax School Building and Refunding Bonds, Series 2026," including the adoption of an order authorizing the issuance of such bonds, establishing parameters for the sale and issuance of such bonds, and delegating certain matters to authorized District officials 

CISD's Financial Advisor Brian Grubbs reviewed bond interest rates, CISD's historical taxable value data, the health of the district's fund balances, and issuance scenarios for the district's next bond sale. The Board unanimously adopted the order.
