School Health Advisory Council

The Board of Trustees of the Celina Independent School District authorizes the establishment of the Celina Independent School District School Health Advisory Council. The purpose of the School Health Advisory Council is to provide advice to the Board of Trustees in the area of health education and any health issues which may impact students in the district. The Council is not given authority for policy decisions and is expected to operate within the guidelines set forth in Senate Bill 1, Section 28.004.

MISSION STATEMENT

In addition to the School Health Advisory Council Statement of Purpose originally written in 1998, the mission of the SHAC committee’s scope has been modified with the passage of Senate Bill 19 to include the following areas:

Health Services
Counseling & Mental Health Services
Healthy and Safe School Environment
Staff Wellness Promotion
Physical Education
Nutrition Services
Health Education
Parent and Community Involvement

These modifications in Senate Bill 19 have established a process for guiding schools while allowing for greater local decision making that will help make Celina ISD a healthier environment for learning.

State law requires districts to publish a statement on the district's website that the district has adopted and enforces policies and procedures that prescribe penalties for the use of e-cigarettes and tobacco products.

Each year, the Board of Trustees approve the Student Code of Conduct. While some consequences or alternative placements are at the discretion of the campus, many are mandatory as designated by Chapter 37 of the Texas Education Code.

Students may be sent to an alternative education program if they sell, give, deliver, possess or use an e-cigarette (including any component, part or accessory) on or within 300 feet of a school property or a school-related activity. Students placed in an alternative education program are prohibited from attending school-sponsored events, participating in athletics and other extracurricular activities. In addition, they may not be on Celina ISD property other than the Student Opportunity Center.

SEXUALITY INSTRUCTION

A district shall post curriculum materials used in the district's instruction relating to the prevention of child abuse, family violence, dating violence, and sex trafficking, if the materials are in the public domain, under Education Code 28.004(j).

SHAC and the Board of Trustees have approved the partnership with Youth Equipped to Succeed (YES) to provide information on relationships and sexual health. Through these programs, students are provided research-based information on how to achieve optimal health and are encouraged to focus on their dreams and goals.

Parents will be provided the opportunity to preview what the students will see and receive tools and strategies for communication with your child no later than the 14th day before the date the instruction begins. In accordance with House Bill 1525, a parent opt-in is required for your student to participate. More information will be provided to parents and/or guardians through campus communication.
