The 2025 Bond Steering Committee was composed of 48 citizens, including parents, grandparents, business leaders, students, civic leaders, educators, and CISD alumni.  The Committee reviewed and analyzed demographics, growth and enrollment patterns, district educational programs, and district finances to ultimately form a recommendation to present to the Board of Trustees.  This proposal is based on their recommendation.

The Celina Board of Trustees charged the Bond Steering Committee to consider:

• Every student is at the center of all decisions
• Honoring the traditions and values of the district
• Setting high expectations and fostering a mindset of success for every learner
• Providing opportunities for innovation for every learner
• Projects that support positive relationships that engage and inspire others
• Projects that provide a safe, caring, and collaborative learning environment for every student
• Using facts, data, and financial resources to make informed decisions about growth

All committee members were able to ask questions, express their opinions, and offer suggestions and recommendations throughout the process. They reviewed and analyzed the demographics, growth and enrollment patterns, tax impact scenarios, district finances, educational programs, and the current and long-term needs of the district. 

Celina ISD is experiencing rapid growth. More than 800 people a month are moving to Celina. That population boom has caused an enrollment boom as well. Every CISD campus is expected to exceed current maximum capacity within the next three years.

A comprehensive school is a public school that provides a broad range of academic, extracurricular, and co-curricular programs designed to meet the needs of all students, regardless of their abilities or interests.  Costs for a comprehensive school include design, engineering, construction, furniture, fixtures, and equipment as well as educational, fine arts, co-curricular and student activities programming.

Collaborative spaces are areas designed to encourage and allow for students to work together, share ideas, and engage in active learning. These spaces allow for an environment where students can easily collaborate, innovate, and problem-solve in ways that align with modern teaching methods and the demands of the future workforce.

The 2025 bond proposal will support every student, current and future, and every campus in Celina ISD.  

A centralized operations center will help our growing district run more efficiently by providing a location for the district’s transportation, maintenance, food services, and safety departments. It will also provide a centralized location for a warehouse to receive, store, and deliver resources our teachers and students need in the classroom.

This bond package includes upgrades to: student and staff devices, the network infrastructure, cybersecurity, classroom and large venue audio/visual equipment, and the district telephone system. The package also calls for an updated data center.

This bond proposal includes a safety command center, facility updates at every CISD campus, and physical and facility emergency response measures.

Celina ISD is growing rapidly, and the District’s footprint is larger than Frisco ISD’s district footprint. Buying land now secures locations for future expansion for less than it would cost to buy the same land in the future.    

Celina ISD’s growth will pay for the projects in this bond. The projects proposed can be funded with CISD’s existing tax rate.

100 percent of bond dollars will stay in Celina ISD and are not subject to recapture by the State.

The State does not help pay for construction projects.  

Bond funds can be used to pay for new buildings, additions, and renovations to existing facilities, as well as land acquisition, technology infrastructure, and equipment for new or existing buildings. Bonds cannot be used for salaries or operating costs such as utility bills, supplies, building maintenance, fuel, and insurance.  

Celina ISD levies an Interest and Sinking (I&S) fund rate. The I&S rate can only be used to repay debt.  

Celina ISD is planning to repay the bonds over a 25 year period.

No, short term assets are financed with short term bonds, which match the life of the asset.

• Celina ISD received a Superior rating from the Financial Integrity Rating System of Texas
• Superior is the highest rating given by TEA’s financial rating system
• Celina ISD has an “AA-” underlying credit rating which was recently upgraded by S&P Global Ratings
• Celina ISD has an “AAA” long-term rating from the S&P Global Ratings

By law every school district in the state must offer different propositions to voters based on the project type or what is being purchased.  Proposition A includes all of Celina ISD’s construction and renovation projects as well as new buses and land purchases, while Proposition B includes the purchase of educational technology devices for students.

Early voting begins on Tuesday, April 22nd, and ends on Tuesday, April 29th. Election day is Saturday, May 3rd.
